CMND does not run (Error 404, Login credentials not accepted)

CMND requires three services to be running.

Check the Windows Services currently running on the system:
- Press the Windows key
- Type "services.msc" to find and open the Services Manager

The three services that need to be running are:
- Apache Tomcat 8.0 or 9.0
- Apache2.4
- MySQL

If any of the three services are not "Running", then you will have issues that will manifest with "Error 404" or "Login credentials not accepted" errors.

If possible, restart the services using the available controls in Services Manager.
If unable to restart the services, check you are not running out of disk space or there are no other applications on the system which may be causing a conflict and preventing the services from starting/running.
